Washington’s reasons

By Carlos Alberto Montaner

Cuba is behind the Venezuelan horror. The island learned from the Soviets the art of controlling a society, although the 80 of the people oppose the imposed system. It is enough the 0.5 of the population assigned to the counterintelligence, to obtain the submission of the whole.

People obey for fear, not for love, and much less for ideological reasons. In Cuba and in Venezuela, as in the entire realm of 21ST century socialism, of which only Bolivia and Nicaragua remain, there is hardly a handful of mindless that create the Marxist-Leninist slogans.

But the problem is not that. After all, it is not the first time that a small island controls a much larger, more populated, and rich nation. That is the history of the United Kingdom and India. The problem is what the colony is dedicated to, beyond being exploited by the implacable Cuban metropolis.

The Venezuelan military headquarters, headed by Nicolás Maduro, the puppet chosen by Havana, is devoted primarily to drug trafficking. Of that murky business gets billions of dollars. But there is no end to Venezuelan commitments to crime. They support Islamist terrorists, Iran and anyone who says they are against the west. It is the way they have to dignify their criminal activities. They are covered with a left-wing “anti-imperialist” ideological mantle.

That’s what John Bolton, Mike Pompeo, Elliott Abrams, and Cuban-American Marcos Rubio and Mauricio Claver-Perrone think. There had never been a unit of such a consolidated criterion in Washington. All know what happens in Venezuela and do not ignore the importance of Cuba as the power behind the throne.

The problem is how to cope with that danger. They have come to ask Raúl Castro to leave his Venezuelan prey. It seems that was the message that Prince Charles was carrying on his amazing trip to Cuba disguised as a tourist with his sweet Camila hanging from his arm. It is what Abrams transmits to his partners in Cuba and Venezuela.

But it’s useless. Cuba is ready to fight every last Venezuelan. First, because you need it from a material point of view. The system imposed on Cubans – the “military Capitalism of state”-is absolutely unproductive and needs to be attached to another nation to sustain and maintain them. And, second, because for 60 years it has given them a result to control power and they know that their adversaries change or get tired. It’s all about staying firm in the same position.

In the face of these events, John Bolton, security Advisor to Donald Trump, on 17 April last, in Miami, revealed the measures he will take against Cuba, Venezuela and Nicaragua, the three nations that today constitute “the axis of evil.”

As is known, the United States has opted for economic sanctions included in the Helms-Burton Act passed during the Democratic administration of Bill Clinton. That law, promulgated by Congress and the American Senate, comes to say that any country that does business with Cuba, in transactions involving the properties of Americans, confiscated by the Communist revolution, could face Retaliation and lawsuits before the American courts.

It also limits the remittances and visits of the emigrants Cuban to the levels they had during the government of George W. Bush (son), and imposes a period of six months without mooring in the United States to the boats that previously touch Cuban soil. This measure has already provoked the terror between some shipowners and the paralysis of the tanker “Despina Adrianna” in Venezuelan waters, originally destined for Cuba.

Indeed, these are reasonable tactical measures to maintain a semi-hostility, but they do not necessarily lead to the end of the dictatorships of Cuba and Venezuela. If the aim is to liquidate those enemy governments of the United States, it is imperative to develop a strategy, subject to a timetable, to achieve those ends before the elections of 2020, when they could change the tides.

To achieve these goals, it is important to align all the essentials, and that can only be done by the United States if it is serious when it claims to “reserve all the cards.” No first-rate international actor (Canada, the Lima Group, the European Union, NATO) would deny Washington its support to eliminate outlaw states dedicated to drug trafficking and anti-democratic conspiracies, and would surely collaborate in The effort.

Otherwise, if Washington chooses to simply teach the teeth and be a “paper tiger,” as Humberto Belli fears and has written, it makes no sense to mortify Cuban society with more hardships. In that case, the US must return to the strategy of containment: vigilance, propaganda, and precise allegations against the transgressors of the laws. Of course, the Caribbean pistol would continue to threaten everyone’s heads, as has happened over the course of six decades.
